Principal Scientist (Animal Genetics and Breeding, Incharge, Agriculture Research Information System Cell, Incharge AICRP on Goat Improvement – Barbari Unit M. Sc. (Ag), Ph.D. Animal Breeding (GBPUA&T Pantnagar, Nanital.)Detail biodata is available elsewhere) He is a hard core Open Source Software/Free Software/Linux /GNU software adovocate and actvist. He has been involved in Open Source Software/Free Software advocacy in National Agriculture Research System of India since 1996-97. Dr Singh as a student of M.Sc. Animal Breeding studied Agricultural Statistics and Computer Programming as a minor subject and secured 5.00 OGPA out of 5.00. Since then, he wrote about 15 computer programmes for statistical analysis of agricultural data and analyses animal breeding data using VCE-5, DFREML and ASREML packages for variance and co-variance estimations. After his joining as scientist in Indian Council of Agricultural Research, New Delhi on 22 March, 1985 and posting at Central Institute for Research on Goats, Mathura, he worked as Incharge of Institute’s Computer Centre between 1992-93 and heading Agricultural Research Information System (ARIS) Cell since 1995. He has been instrumental in creating LAN of the Institute through CAT-5/6 cables and telephonic media. As an OSS/FS activist, he helped approximately 80 agriculture institutions and universities in India in establishing the LAN using Linux and OSS/FS software. The first functional LAN among agricultural Institutions of the India (and probably of the world) was created by the webmaster using OSS/FS during the year 1997. He configured about seven ,E-mail conferencing systems using “majordomo” software on various agriculture subjects during year 1998. He has expertise in network administration using Linux and Unix, DNS management using bind, e-mail server management throgh sendmail, “qmail” and “squarrelmail” web server administration using Apache, telephonic internet using “mgetty”, network security administration using IPTables and Se-Linux, and developed a manual on Networking with Linux . He was nominated by ICAR, New Delhi as first Member Secretary of National Task Force Committee for training and Implementation of OSS/FS in NARS of India in the year 1998. Under this programme, he organized four national trainings entitled “Networking with Linux” and trained about 50 scientists from more than twenty Institutes/Universities of NARS of India. A regional training for ICT staff of International Plant Genetics Resource Institute now known as Bioversity International form ASIA and Pacific was organized by him which was attended by scientists from Italy, China, Thailand and India centers of IPGRI. He was invited as guest speaker to deliver lecture on Use of Linux and Zope in Gateway Development by IPGRI, Bangkok center at Suwan, South Korea in its Asia Pacific Regional Workshop on Gate Way Development during October, 2002. He was also invited as a guest speaker in the Training Programme organized by CABI International and IARI, New Delhi and also by Asia Pacific Agricultural Net Work (APAN) Japan and IIT Mumbai, on various aspects of GNU/Free Software.
